This statement outlines our ongoing efforts to make our website accessible to everyone. It includes our commitment to ensuring equal access and opportunity for all individuals, including those with disabilities.

About this statement

This accessibility statement applies to the website of Welsh Newton and Llanrothal Group Parish Council, at https://welshnewtonllanrothalgroup-pc.gov.uk. The website is hosted on the Parish Online platform.

This statement was prepared on 7 March 2026. It was last reviewed on 31 March 2026. The website was last tested on 31 March 2026. Testing was carried out by the Clerk using the WAVE web accessibility evaluation tool (wave.webaim.org).

Our commitment

Welsh Newton and Llanrothal Group Parish Council is committed to making its website accessible in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

We want as many people as possible to be able to use this website. That means you should be able to:

  • navigate most of the website using a keyboard alone
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including recent versions of JAWS, NVDA and VoiceOver)
  • zoom in up to 300% without the text spilling off the screen
  • change colours, contrast levels and fonts using browser or device settings

Compliance status

This website is substantially compliant with the Web Content Accessibility Guidelines (WCAG) version 2.2 at level AA. Testing in March 2026 using the WAVE tool identified no errors and no contrast errors. The minor exceptions listed below relate to older documents and are within the permitted exemptions.

Non-accessible content

Non-compliance with the accessibility regulations

Some older PDF documents (including some meeting minutes, agendas, and financial documents) may not be fully accessible to screen reader software. This may be because documents are scanned images rather than searchable text, headings, tables or reading order are not correctly structured, or alternative text descriptions are absent from images. We are working to address these issues in new documents. Where an existing document is essential for a service, we will provide an accessible alternative on request. This fails WCAG 2.2 success criteria 1.1.1 (non-text content) and 1.3.1 (info and relationships).

Content not within scope of the accessibility regulations

The following content is exempt from the accessibility regulations:

  • PDF documents and other documents published before 23 September 2018, unless they are needed to use a service
  • pre-recorded audio and video content published before 23 September 2020
  • content published by third parties, such as planning application documents submitted by applicants or their agents, over which the council has no editorial control

The council’s website is hosted on the Parish Online platform. The platform is responsible for core technical accessibility at the infrastructure level. The council is responsible for the accessibility of the content it publishes.

What we’re doing to improve accessibility

We are committed to continually improving the accessibility of this website. Our approach includes:

  • reviewing the website against WCAG 2.2 AA criteria at least annually
  • ensuring all newly published documents are created in accessible formats wherever possible
  • using automated testing tools (such as WAVE) to identify issues
  • responding promptly to accessibility concerns raised by users

The council has adopted an IT and Email Policy which includes data and digital governance provisions. This accessibility statement will be reviewed when the website undergoes significant change, or at least annually
